Adds a basic launch-control feature for the VA WRX, with configurable accelerator threshold, RPM engagement/release points and maximum vehicle speed.

The original lc.amod was posted August 13. No later attachment or completed ROM-specific compatibility report was present in the thread reviewed. This is the simple VA feature, separate from the VB adjustable-RPM and map-switching projects.
Configuration
Inspect the imported feature before enabling it. Match the activation and release conditions to the actual vehicle and calibration; this post does not prescribe a launch RPM. A feature file is not a complete tune, and CVT support was not established in the source. Launch-control use places additional load on the engine, clutch and driveline.
